TuscBDD Adopts Ohio’s Blue Envelope Program

New Philadelphia, December 15, 2025 – The Tuscarawas County Board of Developmental Disabilities (TuscBDD) is excited to offer people with developmental disabilities free access to the state of Ohio’s Blue Envelope Program. Initially created by the San Diego Sheriff’s Department, the Blue Envelope Program has been adopted across the nation in order to provide peace of mind to those who have developmental disabilities as well as law enforcement/first responders in the event of vehicle-related interaction such as a traffic stop or emergency situation. If someone with a developmental disability is injured and unable to communicate, a Blue Envelope can help first responders understand how to best help them.

The program introduces the Blue Envelope Packet, available for free at the TuscBDD Service and Support Center to people with developmental disabilities. The packet includes several items, first and foremost the Blue Envelope. This envelope can be used to store documentation of the driver/passenger such as copies of ID, vehicle registration, and insurance. The front of the envelope provides enough space to detail any information regarding someone’s disability/medical condition that a law enforcement officer or first responder may find useful. In the event of a traffic stop or similar interaction, the driver or passenger can provide the officer with their Blue Envelope in order to easily communicate important information. If someone is away from their vehicle and does not have access to their Blue Envelope, a wallet card containing important information to help in any situation is also provided. The packet also includes a Blue Envelope car decal that can inform officers/first responders beforehand that a driver or passenger in a vehicle may be part of the Blue Envelope Program and have a developmental disability. Finally, a program brochure containing all information needed to use the contents of the packet is included.
